PFC Woodrow W. Finley was a member of the Marine detachment aboard the USS Arizona. He was aboard the battleship when it exploded and sank at the battle of Pearl Harbor.

Finley was declared killed in action on 7 December 1941. His remains are believed to rest aboard the Arizona.

    Near Adamsville, McNairy County, Tennessee
    A section of State Highway 224 beginning 3/4 mile from U.S. Highway 64 proceeding North and ending 1/2 mile from State Highway 199 is designated the
    “Woodrow W. Finley Memorial Highway”.
