Captain Ramsey was the commanding officer of the Marine detachment  be aboard the USS Houston.
He escaped the sinking ship during the battle of Sunda Strait, and was last seen swimming in the water with a life preserver.
Ramsey was declared dead by the Secretary of the Navy on 1 March, 1943.
